ELECTRONIC MEDICAL RECORDS ANALYST II
POSITION SUMMARY (Briefly describe the purpose of the position): Primarily responsible to lead the design, development, testing and implementation of PM/EMR suite of applications and custom software applications and off the shelf technologies and/or devices. Analyzes user requirements, workflows, procedures and problems to automate processing or to improve EMR utilization and seamless processing. Plans, designs, configures, implements and maintains EMR and peripheral systems. Works with users to manage and support the business applications. Provides user trainings. Responsible for Clinics Operations applications and support.
ESSENTIAL FUNCTIONS
Duties and Responsibilities (List all essential duties and responsibilities in order of importance)
- Provides Subject Matter Expertise to PM/EMR implementation team, and interacts with Business leaders and project team/resources to understand requirements, workflows, business process Model and expectations.
- Provides Subject Matter Expertise to configure, manage and participate/guide in key decision making process.
- Works independently and resolves complex problems with limited or no supervision.
- Provides PM/EMR expertise for interfaces, design, build and implement interfaces.
- Works closely with Molina IT resources and EMR consulting staff, Lead, and Testers including the preparation for deployments and delivery.
- Designs/develops software (hands on code development), Clinical Content templates, forms, reports and interfaces to meet key business objectives.
- Provides project and delivery status to the IT Project Manager and Manager.
- Works with network engineers to asses, plan and implement network components for clinics.
- Ensures delivery against IT and Clinic Operations project goals and objectives.
- Provides effective communication regarding issues, objectives, initiatives and performance to managers.
- Works with Project Managers to develop project schedules and resource plan for Clinic Operations projects and application deployment activities.
- Supports/manages Clinic Operations Implementation plan.
- Provides O & M, break-fix and operational support to the Clinic Operations business users.
- Responds to application issues with related groups such as Development, DBAs, Architects, infrastructure and Operations
- Gathers business requirements and develops conceptual design and technical design for multiple projects concurrently.
- Evaluates alternative solutions and recommends solution that best meets the need of the business.
- Translates user requirements into overall solution architecture for complex technical solutions.
- Communicates with offshore team and coordinate requirements and enhancements.
- Reviews computer system capabilities, work flow and scheduling limitations to determine if requested program or program change is possible within existing system.
- Recognizes, identifies and documents potential areas where existing business processes require change, or where new processes need to be developed, and make recommendations in these areas.
- Conducts peer review of other analyst (internal and contract staff) deliverables to ensure standards and quality.
- Recommends, schedules and performs software improvements and updates.
- Conducts studies pertaining to development of new information systems to meet current and projected needs.
- Defines determines and plans software releases in accordance with other software applications.
- Defines processes and procedures and coordinates daily development and support activities.
- Provides leadership and mentor junior EMR analysts.
- Ensures application compliance to HIPAA Standards.

QUALIFICATIONS
Required Education:
Bachelor’s Degree in Healthcare administration, Medicine, Computer Science, Engineering or related field or equivalent experience
Required Experience:
- 3 - 5 years experience in EMR & Practice Management suite of applications and/or 5 - 8 years in the healthcare domain.
- Experience with more than one EHR/EMR implementation lifecycles.
- Deep expertise into one or more modules of EMR/PM systems along with business process insight.
- Provides detail EMR/PM product User training
- Responsible for planning, workflow documentation, designs, setup and clinical issues.
- Provides User training, Go-Live Support. Manages issues and provides resolution
- Experience with EMR/PM interfaces in writing specification, building and/or working with technology expert
- 3 - 8 years experience with HL7, MEL, ASP.Net, C# & VB.Net, HTML, XML, XSL, VBScript, MS SQL Server 2005/2008, SSIS, ETL, Stored Procedures, SQL Reporting Services, Crystal Reports and/or EMR/HER Applications Suite (GE Centricity, NextGen, EPIC, Cerner, e-Clinical Works, Secure Messaging, CPOE (Orders Implementation), CCC Forms Building, Forms Editor, and Interface Design.
- Experience in creating artifacts including Workflows, design documents, User Training, architecture documents, test plans and test cases.
Preferred Experience:
- Experience providing subject matter expertise and/or technical support in the implementation, integration, and administration of Practice Management/EMR applications suite.
- Experience working with business stakeholders, Clinical staff and providers for documentation of processes and workflows.
- Experience creating forms design/specifications documentation, and developing clinical forms - expertise in MEL or Visual Form Editor or similar.
- Document management, Lab/radiology/ Prescriptions and other Integration/Interfacing experience
- Medical Billing and EDI management experience
- Experience with UML in creating use cases sequence diagrams and class diagrams.
Preferred Licensure/Certification:
EMR, Microsoft or Technical certifications
